What happens to your donation - Transparency at PFR
The most important question a donor asks is not "How much does it cost?" but "Where does my money go?" It's a legitimate and necessary question. And at Prison Fellowship Romania Foundation, the answer is simple: every leu is documented, reported, and verified.
For over 30 years, PFR has built trust not through promises, but through verifiable figures, external audits, and public reports. Here's exactly how transparency works for us.
85% goes directly to beneficiaries
Of every leu donated to PFR, 85% goes directly to programs that support beneficiaries. The remaining 15% covers the administrative costs necessary for the organization's operation - team salaries, logistics, communication, legal compliance.
This efficiency percentage is above the average for the non-profit sector in Romania and reflects PFR's commitment to maximizing the impact of every contribution.
Where does the 85% go?

PFR Transparency Mechanisms
1. Annual External Audit
Each year, an independent auditor verifies PFR's financial statements. The audit covers:
· All revenues and expenses
· Compliance with tax legislation
· Correct allocation of funds per program
· Management of restricted donations (funds with specific purposes)
The audit report is public and can be requested by any donor.
2. Detailed Public Reports
PFR publishes regular reports that include:
· Annual Report — activities, achievements, aggregate financial figures
· Monthly Reports — for institutional donors and partners
· Project Reports — for each major program, with impact indicators
PFR's monthly financial reports detail all revenues and expenses by category, showing exactly how funds are allocated. These reports are available upon request to any interested donor.
Every figure in the report is verifiable and comes from accounting documents.
3. Diversified Funding Structure
PFR does not depend on a single source of funding. The revenue structure is:
· 61% — Government and European Funds (subsidies, ESF+ grants, NMA partnerships)
· 29% — International Donors (Hoffnungstäger, Humedica, Human Bridge, IAT, Sam-Hjälp, Children Mission)
· 10% — Local Donors (individuals, companies, sponsorships)
Diversification reduces the risk of dependence and ensures long-term program stability.
4. Verifiable Legal Status
PFR is not just any NGO. The organization holds:
· Public Utility Status — recognized by the Romanian Government, which imposes high reporting standards
· AJPIS Accreditation — as a provider of social services, verified by competent authorities
· Official NMA Partner — collaboration with the National Penitentiary Administration
· UN Consultative Status (ECOSOC) — through Prison Fellowship International
How can you verify?
Transparency works both ways. As a donor, you have the right to:
Request direct information
Send an email to office@pfr.ro with any questions about how funds are used. The PFR team responds to requests.
Consult public reports
Annual and project reports are available upon request. The external audit report can be requested by any interested person.
Visit the programs
PFR organizes visits for donors to the Kitchen of Hope, the Social Store, and other locations. See directly where your funds go.
Verify legal status
The Register of NGOs in Romania (Ministry of Justice) confirms PFR's registration and status.
Impact Scale — What Your Donation Can Do
Each donated amount has a concrete equivalent in impact:
|
Donation |
Impact |
|
30 LEI (~6 EUR) |
1 warm meal for a person in need |
|
50 LEI (~10 EUR) |
1 child prepared for school with complete supplies |
|
100 LEI (~20 EUR) |
2 children supported for a school year |
|
200 LEI (~40 EUR) |
3 children kept warm during winter |
|
500 LEI (~100 EUR) |
1 family saved — one month without food worries |
These equivalences are calculated based on the actual costs of PFR programs, not generic estimates.
Why does transparency matter?
The non-profit sector in Romania faces a trust issue. Scandals involving NGOs that do not report accurately or allocate large percentages to administration have created general distrust.
PFR addresses this issue through action, not discourse:
· 30+ years of continuous activity — longevity is an indicator of seriousness
· Institutional partnerships — the Romanian Government, ANP, EU, Cluj-Napoca City Hall do not partner with organizations lacking credibility
· Prestigious international partners — German, Swedish, and Dutch foundations that apply strict due diligence standards
· PFI member — the largest global network of its kind, with presence in 120+ countries and 50,000+ volunteers
Transparency is not a slogan at PFR. It is a daily practice that makes trust possible — and trust makes impact possible.
